DISTRICT EPAP COORDINATOR: Duties & Responsibilities
This position was created to coordinate all District EPAP activities. The occupant of this position must be able to organize and direct District residents both prior to and during an emergency situation.
In an event, the EPAP Coordinator and Alternate Coordinator report to the District Command Post to manage all activities. They will ensure that there is at least one Zone Captain and alternate designated for each zone. The EPAP Coordinators will oversee the organization of the First Aid Support Teams in the districts. They are expected to maintain a liaison between the Zone Captains and the District Program Managers to ensure that Zone Status information is collected and utilized.

EPAP BASICS
In a major emergency event like an earthquake, there may be no electrical power, water, telephone, cell phone, internet. Cell phone text messages may or may not work.
There will be no passable roads in or out of Sun Lakes.
Emergency services (fire, medical, ambulance, police) will probably not be able to access Sun Lakes because overpasses may be down and roads blocked.
We must use our own internal resources to survive. To do this, we all follow our approved EPAP Plan as described in the EPAP Manual.
Each District has its own EPAP team to manage its needs. And we have our own central Emergency Operations Center to support and coordinate with the Districts.
WE USE RADIOS TO COMMUNICATE
Sun Lakes Emergency Operations Center (EOC) is the central location for emergency Incident Management and radio communications in Sun Lakes.
We use radio for all emergency communications:
- Handi-talkie radio between District EPAP Coordinators and EOC (Command Channel)
- Handi-talkie radio between Companion Groups and MRT’s (Tactical Channel)
- Ham radio teams to set up other communications within Sun Lakes and EOC
- Outside of Sun Lakes: Ham radio messages to City and Riverside County Emergency Operations Centers.
