DISTRICT EPAP ORGANIZATION

The EPAP organization at the District level consists of the following positions:

  • District Delegate and Alternate
  • EPAP Coordinator and Alternate
  • Zone Captains and Alternates
  • First Aid Support Teams (FAST)
  • Computer Program Manager

The following chart illustrates the District organization and the relationships of the positions.  The District EPAP Coordinator is the primary leader of the District emergency response effort.  The Coordinator provides direction to all members of the District team.

Each District is a self-contained unit led by the EPAP Coordinator.
All EPAP personnel follow the Plan in the EPAP Manual. As instructed in the Manual, each District should create its own Emergency Operations Plan to be able to function independently in an emergency. In a serious emergency, this plan could enable your District to continue to carry out essential EPAP functions until help arrives.

In an emergency situation, the District Command Post is the central gathering point in your District. 
All EPAP Persononel report to that pre-assigned location for instructions.  The District Delegate performs a supporting role, and often manages the Command Post activities.

There should be a supplies storage box located near the Command Post, which contains medical supplies, vests, fire extinguishers, flashlights, and other items needed.  This is accessed by the First Aid Support Teams (FAST) personnel during the event.   The EPAP Coordinator is responsible for maintaining the supplies inventory.

Zone Captains are assigned groups of homes in their neighborhood to survey door-to-door.  Each Zone Captain is provided with a “Zone Status Report” which lists all homes in their Zone, and is used as a checklist for surveying the status of the residents.  The Zone Captain records the presence of the “window flag” (or not), and records on the sheet any special circumstances that need action.  The Zone Captain then reports the results of his survey to the EPAP Coordinator who then assigns appropriate response teams.  

The Computer Program Manager (not shown on the chart) maintains a current listing of all residents in the District, and furnishes updated Zone Status Reports that are used by Zone Captains in the event.

Radio Communications are maintained between the EPAP Coordinator and the EOC, and also between the other Companion Districts assigned to work as a team.
